If you don't want to buy a new Technician license for this manager and then you should first see if you need to have Sites in your application.

If you don't want to have Sites (under Admin\Sites) and then all the Requests will come under a default site "Not Associated to Any Site" and it should help your Manager view all Requests.

Another idea would be to have diffeerent accounts created for Manager for different sites.

The first suggestion comes with a cost of losing your Sites configuration and the 2nd with your manager ending up logging into the application with multiple credentials but those are i guess the only possible ways.
However, requests created automatically from e-mails don't (I'm assuming) set this value, and therefore the manger is not able to see these requests.
The Requests created through e-mail by default sets the Site the Requester is associated to in the application.

I say "I'm assuming" because I cannot see anyway to view or edit the 'site' value on a request after it has been created. Am I just looking in the wrong place?
That's not the case,if you have enough permissions to edit a request and you should be able to change the Site on the Request.
