I am sorry to inform you that it is not possible to disable the default incident template to the technicians. The feature is in our feature list, the id for your reference is SDF-42650. It will be added to the application in one of the future hotfix, since we have not started to work on the feature yet, it may not be possible to give the exact timeframe of when this feature will be added to Servicedesk.
