If you have used the product Category under any Incident/Service/Problem/Change Requests, then we cannot delete the same and it will get marked as "Not for further Usage".
The same applies for Service Catalog. If you have created a resource question, the values that are getting populated are from other modules in the application.
For example if you are choosing a Resource Question such as Product, this will fetch all the Products from Admin->Products, so once its added and used in any Service Request, then that field cannot be deleted as its being referenced.
