Yes, you can apply the Standard Edition license to the expired application.
Please stop the application from the services console from Services.msc and stop the service called "ManageEngine ServiceDesk Plus" then try to run the application from the command prompt.

If
you are using windows server 2008 right click on the command prompt
and run it as an administrator go to the 'bin directory' and
invoke run.bat
cmd>cd C:\ManageEngine\ServiceDesk\bin
C:\ManageEngine\ServiceDesk\bin>run.bat
Click
on 'OK' on the resulting screen, browse to the license file
and apply it.
Once application started, stop it from the Command Prompt window and start it as a service again.
