Hi Mike,
You can create two different request filters(one for windows admin 'b' and another for 'c'). Using the filter you can filter requests belonging to these groups and select all requests in one shot and choose Actions --> Edit Request and change the group.
Step by Step Instruction:
1. Create a new request view under the Request tab and filter based on group name(here choose windows admin b or c while creating the filter).
2. Choose the filter from the drop down and select all requests that is displayed as a result and click on Actions → Edit Request.
3. Change the group name to 'Windows Admin A' and save the changes.
Repeat the same for the other group which is left out and finally you can delete 'Windows admin b and c' groups from the application.
