Hi Priya,
I managed to figure it out. In "Change Roles" the Change
Owner does not, by default, have Approve permission for the Submission
Stage. I added this permission and now it works. You can probably tell
that I am relatively new to SDP 
.
It does seem odd thought that it is possible to bypass the Change Roles settings by simply editing the Change Request record and changing the stage there.
