If you have enabled the option Do not Process Emails from New email
address (Admin -- Self Service portal settings) then this auto
notification will be sent to the requester when they send an email from
a New Email address. (Email address which is not added in the Application)
You can disable new request creation based on Email address or domain name from Admin-->Mail Server settings -->Incoming.
