There is a setting under Admin\Self Service Portal Settings "Allow requesters to reopen their own requests?
" which needs to be enabled which will let the Requesters re-open the Requests when they reply from the application.
There is another setting "When the requester replies through E-mail to the closed requests. Perform the following: " which gets applied when the requester sends e-mails.
