I guess you are initiating the command "c:\ManageEngine\ServiceDesk\bin\backUpData.bat" from the wrong folder "C:\Windows\system32"
Goto the folder c:\ManageEngine\ServiceDesk\bin and then execute the command "backupdata.bat"
Note:
To restore the data,the command is "restoredata.bat"
