Hope you have created a folder called 'ITSM' and have placed the agent msi file in it. While configuring the group policy in the parameter column enter the path along with the agent file name, please do not enter the version of the agent as it is available in the screen shot.

If the installagent.vbs file is manually executed, it will not trigger the installation. But where as after configuring the group policy restart a computer in the domain and check whether the agent is installed on it.
