These tasks should have been created with Owner's assigned. To achieve your requirement, you need to create tasks by Marking the Technician while creating it. So that when this tasks is triggered ( by closing parent tasks), it will assign it to the marked user and then send email notification.
If tasks created by Marking a technician, then tasks will be created and it will not be assigned to technician until it's triggered(parent tasks closed if it's dependent task)
To avail Mark option for existing tasks created, edit it, change the owner to none and save it. Now edit it back and you will have an option to Mark a technician.
